Full details: Vanuatu Permanent Residency.
Overseas Chinese (华侨) status in brief
Under China's definitions, a huaqiao is a Chinese citizen who has settled abroad, while a foreign national of Chinese descent is a waiwai huaren. Evidence normally includes foreign long-term or permanent residency certified through a Chinese mission, plus a real record of living abroad. Study abroad or an official posting does not count as settling.
University admissions for overseas Chinese
The joint entrance examination for overseas Chinese and Hong Kong, Macao and Taiwan students is open to overseas Chinese candidates. Published rules have required both the student and one parent to hold foreign long-term or permanent residency and to have actually lived there for set periods (for example about two years, with at least 18 months actually spent abroad). Authorities have also tightened checks on arrangements made only to gain admission advantages, so treat residency as a genuine life plan, not a shortcut.
Scholarships and local schemes
Some universities, provinces and overseas Chinese affairs offices offer scholarships, preferences or talent and investment schemes for overseas Chinese or for foreign nationals. National scholarships for international students are generally for non-Chinese citizens. Availability, eligibility and amounts differ by place and year, so confirm each scheme directly with the university or the authority before you plan around it.
Residency or a second passport?
China does not recognise dual nationality, and acquiring a foreign nationality can end Chinese citizenship. Permanent residency such as Vanuatu PR does not change your citizenship, which is why it is often the practical route for Chinese clients. Vanuatu permanent residency starts from US$6,500*, with processing from 20* days once your documents are complete.

Frequently asked questions
Does Vanuatu PR automatically qualify my child for overseas Chinese admissions?
No. Published rules have required genuine residence abroad over set periods by the student and a parent, certified through a Chinese mission. Confirm the current rules with the examination authority.
Can I keep my Chinese citizenship with Vanuatu PR?
Permanent residency does not change your citizenship. A foreign passport is different, because China does not recognise dual nationality. Take advice before applying for citizenship.
Do I need to live in Vanuatu?
Applications are handled through your authorised representative. Whether time abroad meets Chinese requirements is decided by Chinese authorities, so plan your residence accordingly and ask them first.
Can I apply online?
Yes. Use our Vanuatu PR online application form for Chinese applicants.
